The understanding of this problem from many people is required for addressing the issues of the impacts of climate change to floods and droughts. From this point of view, the Exploratory Committee consisting of professionals on climates and rivers as well as administrative parties was organized. The Committee has performed provision cases, gathering of information such as actual current research, extraction of problems, and transmissions of information. The points to be highlighted are as follow;
  1. Necessity for intensified observation of climate and phenomena within river basin
    1. Necessity to wide range climate observation and adequate data monitoring
    2. Necessity to additional data accumulation and transmission systems
    3. Necessity to understand phenomenon variability (water quantity and quality, eco-system and soil water-holding capacity) occurring within river basins
    4. Necessity for further international cooperation structures
  2. Necessity to develop new models to improve forecasting techniques for changes of climate and phenomena at river basin scale
  3. Necessity to promote the risk management policy (flood hazard map, water saving and adjustable dam operation) that can alleviate damages by providing public with information on security level of floods and droughts in the region
  4. Dialogues and public involvement, researchers and officials such as meteorological agency and river management agency is fundamental
