Foreword: New Yearfs Address
|
| By Kotaro Takemura, Secretary General |
At the beginning of the new year, I wish all of you a healthy and prosperous 2012. I am looking forward to your continued support and encouragement for the Japan Water Forum (JWF).
This March, the 6th World Water Forum is to be held in Marseilles, France. The JWF will serve as secretariat of the Asia-Pacific Water Forum (APWF), which is actively working to solve water problems in Asia and the Pacific region.
The 2nd Asia-Pacific Water Summit (APWS), which was scheduled for February in Bangkok, Thailand, has been postponed due to massive flooding there. The Thai government has indicated its intention to hold the event at the earliest possible opportunity. As secretariat of the APWF, the JWF has been collaborating with the Thai government in preparing for the 2nd APWS.
2011 was an unforgettable year for the Japanese. The massive Great East Japan Earthquake and tsunami struck on March 11th, and the collapse of Fukushima Daiichi nuclear power station ensued. Though I had long believed that a massive earthquake was sure to hit Japan in the future, I had never imagined that it would happen during my lifetime. I had also said many times that environmental and resource problems are revealed through water issues; however, I couldnft imagine that the truth of this would be revealed in the form of such a massive tsunami.
After the defeat in World War II, Japan made ceaseless efforts to become a rich country, and is now counted among the developed nations. Unfortunately, we had no time to enjoy the fruits of their labors while pursuing economic affluence. In the 21st century, the population of Japan has peaked and has begun to decline. We are now facing an era of low economic growth. It is as though we are walking back down from a summit. Amidst this, the March 11th earthquake occurred.
From now on Japan must follow a different sense of values. Having reached the top, we should walk slowly and enjoy the view. At the same time, we should face the difficult reality that there are still many people suffering from water problems across the world. This is a new role for Japan, which has experienced a paradigm shift. I am determined to make a fresh start and take a new perspective in tackling global water problems.
Again, your continued support and cooperation are much appreciated.

We recently visited Sri Lanka in order to investigate the progress of projects supported by Aqua Program, which is a joint grass-roots project of the JWF and F.D.C. PRODUCTS INC., a premier member of the JWF. In 2010, a project for providing drinking water and sanitation for women was carried out in Madiwaka village, Sri Lanka. In 2011, the program supported a project aimed at providing water and improving sanitation for women working at the Galamuduna Tea Estate and their children.
